I have a problem in a big application with rich context, and I spent time to understand why it isn't mapped. So I tried to create simple project and face the same issue :(

What is wrong?
Replace value = "/${id}/item") into value ="/{id}/item". This is not EL expression , so no $ is needed here.
If what you want is a Regrex expression for Path variable, also put it into the {}. The syntax is {varName:regex} where the first part defines the variable name and the second - the regular expression .

I checked the headers and made sure I had Accept:application/json
I'm not sure why Spring is still reporting a 406, I can consume MVC controllers fine.
I looked and made sure I had all the right includes in Maven, so that shouldn't be the issue. I'm running Tomcat 8, and Java 8.

Ok Basically that's my code.. Still i browse to http://localhost:4848/mavenDWP/api/show/hello and i just get a 404 error. Any ideas?
Add #ResponseBody annotation. Every time when you return something that is not a build in class such as ModelAndView you need to use this annotation. See docs.
As an advice, try to use a Map even if you have a little amount of data to send to client. A map will be converted to JSON and can be easily accesed.
All is well, Try jsut to remove the space beteween servlet-class and org.springframework.web.servlet.DispatcherServlet in the web.xml

I am trying to modify Mkyong's Spring 3 MVC and JSON example (http://www.mkyong.com/spring-mvc/spring-3-mvc-and-json-example/) to work with Spring 4.1.x and allow reaching html files under webapp directory. For 4.0.x <mvc:resources mapping="/*" location="/WEB-INF" /> with servlet-mapping did the trick, but it doesn't work in 4.1.x; http://localhost:8080/SpringMVCRest/index.html gives 404 error. How can I configure it?

If your HTML files are in the root of the webapp directory, they aren't under WEB-INF. So
<mvc:resources mapping="/*" location="/WEB-INF" />
should be
<mvc:resources mapping="/*" location="/" />
I have a variable being set in an external .properties file, but when I try to call the value, it keeps returning null. We have another project that is importing an external .properties file that works just fine, but even using that as a model I can't figure out why this one isn't working. relevent files below.
Specifically what is returning NULL is PropertiesUtil.getProperty("property.file.variable");

Found the solution. Turns out my web.xml setup was wrong. I had already tried the correct syntax, but a bad configuration of my tomcat server caused an error (NoClassDefFoundError: javax.servlet.ServletException) which deploying the project on a different server instance seemed to fix. The correct configuration is below:
