value from properties file is returning null - java

I have a variable being set in an external .properties file, but when I try to call the value, it keeps returning null. We have another project that is importing an external .properties file that works just fine, but even using that as a model I can't figure out why this one isn't working. relevent files below.
Specifically what is returning NULL is PropertiesUtil.getProperty("property.file.variable");

Found the solution. Turns out my web.xml setup was wrong. I had already tried the correct syntax, but a bad configuration of my tomcat server caused an error (NoClassDefFoundError: javax.servlet.ServletException) which deploying the project on a different server instance seemed to fix. The correct configuration is below:

I can't figure out what I am doing wrong. I have spent days googling the error in various ways however I have not had any luck resolving it.
In java 11 JAXB APIs are completely removed from the JDK. So backing to JDK 8 will solve your issue.

Struggling with basics of Spring Security - need to enable sec taglib

I've been banging my head for days trying various tutorials to get Spring Security to work. I'm teaching myself for a school project. I have basic login functionality from one tutorial and am now trying to implement the sec taglib so I can use the authorize tag to selectively show content to users based upon their roles. No matter what combination of advice from tutorials/the official documentation I try, I can't get it to work (I'm sure it comes from my lackluster understanding of the XML configuration). What's causing problems right now is this line from the application namespace. I'm taking this straight from the Spring documentation http://docs.spring.io/spring-security/site/docs/3.1.x/reference/ns-config.html. It says that these lines are needed to enable web security.

When I hover over it in Eclipse, I get:

I then get a similar error when trying to run my application, which causes it not to launch. Appreciate any help.
The default namespace in your xml is beans

BUT the http is belong to spring security, so you should add the name space before the http element, you have already add the namespace define in your xml

So you just need to change http to

Restful Service Returning 406

I checked the headers and made sure I had Accept:application/json
I'm not sure why Spring is still reporting a 406, I can consume MVC controllers fine.
I looked and made sure I had all the right includes in Maven, so that shouldn't be the issue. I'm running Tomcat 8, and Java 8.

java.lang.NoSuchMethodError: org.springframework.web.context.request.ServletRequestAttributes.<init>

After migrating from Spring 3 to Spring 4, I get the following error when I request a page:
java.lang.NoSuchMethodError: org.springframework.web.context.request.ServletRequestAttributes.<init>(Ljavax/servlet/http/HttpServletRequest;Ljavax/servlet/http/HttpServletResponse;)V
I double checked and the method does not seem to exist in Spring 4. I wonder if I messed up some xsd versions in my web.xml or my dispatcher-servlet.xml

Am I missing a dependency or do I have some wrong versions?
This error java.lang.NoSuchMethodError: org.springframework.web.context.request.ServletRequestAttributes.<init>(Ljavax/servlet/http/HttpServletRequest;Ljavax/servlet/http/HttpServletResponse;)V means that you are using the latest version of spring and you are trying to invoke older version ServletRequestAttributes from Spring 3.
Have a look in javadoc:
Spring 3 - ServletRequestAttributes
Spring 4 - ServletRequestAttributes
My guess Spring 4 uses older version of jar that contains ServletRequestAttributes. Check your libraries and see if there is conflict.

I solved this version problem by using an apache httpclient's newer 4.5.9 instead of 4.5.6, Maven pom shows an overiding warning.

Spring MVC - HTTP 405 - Request method 'GET' not supported loading static CSS File

Try to add this to your web.xml

A ResourceHttpRequestHandler class' instance cannot produce a 405 Method Not Allowed response.
You either have a security layer wrapping your requests (doubtful) or you have a #Controller handler method mapped to / or /* that handles a request method other than GET.
Since #RequestMapping handler methods have higher priority than any ResourceHttpRequestHandler mappings, the handler mapped to /* which can handle /MvcTesting/resources/css/styles.css will be used for handling that request and will respond with 405 because the path is good but the request method isn't.
You can try mapping <url-pattern>*.css</url-pattern> with DispatcherServlet in web.xml like

I suspect you may not be accessing the .jsp file through a controller. Try adding in this controller and accessing through the .jsp through this mapping.
