what I have done to resovle this problem but ineffective, it remains:
1.check it by maven helper to make sure there is no conflit

SpringBoot Application not getting started because of servlet-api

I had a similar problem (Sprint Boot 1.5 and Kettle 8) and I found out the problem/conflict is with kettle-core and kettle-engine.
I excluded slf4j and servlet in those dependencies:

Situation
I had an similar issue with my server application using Spring Boot 2.2.6.RELEASE, but it was not the fault of Spring boot, but my usage of Wiremock for testing in combination with starting my application inside an IDE:

My application works even with those exceptions, but for testing and debugging I do not want to have those distractions and would prefer to avoid them.
Details
WireMock (e.g. 2.26.3) uses internally Jetty 9. But Jetty does not include internally Servlet API 4 but 3 and there seems to be not much progress, even for jetty 10/11 etc. - see https://github.com/eclipse/jetty.project/issues/4578
IDE start
So when starting an IDE which does not separate automatically between runtime dependencies and test dependencies, you will have Jetty included Servlet 3 API in your classpath!
Server start by jar
In my integration tests where my application was started with runtime dependencies only, I did not have any of those exceptions, because having no jetty dependencies.
Solution
So in my case I got three possibilities to solve the problem for IDE starts:
change classpath ordering in IDE launch configuration
separate my dependencies so project used for server start does no have dependencies also in IDE, or
switch Spring Boot Web start dependency from tomcat to jetty ...

Check for dependencies with javax.servlet with this:

#org.testng.annotations.Test and #org.junit.Test issues

While writing Mock Test cases, I have encounter a scenario. when I am using #org.junit.Test annotation above test method than Maven build is not finding test method to execute and when I am using #org.testng.annotations.Test annotation than I can't run the test case using eclipse Junit run as or using coverage as (EMMA).
I don't want to use both the annotations above a single test method.

You really shouldn't use both. Decide on one and stick to it. They're both good and share most of the features.
Once you have chosen one, define it explicitly as a maven test phase goal with the Maven Surefire plugin.
Then get your Eclipse plugins straight. If I remember correctly, Eclipse comes with a JUnit plugin preinstalled, but you need to explicitly download the TestNG plugin through the Eclipse marketplace. They both work very similar.
Spring comes with support for both, but the implementation is slightly different. Look up the docs for examples.

I had this same problem with my Spring Boot 1.5.2 application. Upgrading both logback-core and logback-classic to at least version 1.1.3 fixed it.

please find the pom.xml. Let me know what am i missing here.
Tried:
changing the version of the pom.xml from 1.0 to 1.1
changed the artifactID name
Command used:
clean install -s "/home/jenkins/.m2/sa-settings.xml"

maven is telling you that the parent pom can't no be found.
This project is a children of a parent project, you should find the parent pom (usually is in the parent folder) and verify that the artifactid, groupId and version are the same.
