First time I am setting up maven project on eclipse luna and I am getting below error on pom.xml file. i did to much google to resolve the issue but not able to resolve error.

This happens because you have the Maven default repository configuration that updates artifacts from the repositories once a day.
To solve this issue, you have 2 options:
Force maven to update using the -U option in the maven build command
Delete the directory of the dependency and run again the build command
Last but not least, you can change the updatePolicy of the repository. Give a look at the Maven Repositories doc

I am in the development team of an application in a monolithic structure.
Technical details;
Maven 3.8.1 version
Java 8
Previous Postgres version: 42.2.16.jre7
My problem is that;
I want to upgrade Postgres version from 42.2.16.jre7 to 42.5.1.
I do this upgrade in the pom file, I can pull the package with maven and I see the jar comes in the .m2 folder.
In the application.prop file, I use the following definition:
spring.datasource.driverClassName=org.postgresql.Driver
I see Driver still looking at the old version when hovering over it.
Methods I have tried;
Deleting the old version files from the m2 and ensuring that only the version I want remains. I hover over Driver in App.prop and click on the warning "Add library 'Driver xxx..' to classpath". But when I start the application, it downloads the old version and continues to look at it.
I removed the old jars from Intellij -> File -> Project -> Project Structure -> Libraries. I re-added the jar I wanted.
When I do these, when I hover over Driver in app.prop, I see that it points to the version I want. But when I start the application, it downloads the old jars again.
Note: There are pom files under other modules in the application, I checked that it does not pull a different version of postgres in those poms.
In summary, how can I make the application look at the version I want?

I am using the latest version of the hibernate validator package in my maven project. My pom file contains this

When I use version 6, everything works fine, but with version 7, the following method throws an error.

The error is with the cast to PathImpl. Hovering over the error I get this message:

When I navigate to the PathImpl class, I can see that the file (in the jar that has been automatically downloaded and is of course not controlled by me) does not compile because these two lines in it are erroring

You are trying to mix Java EE with Jakarta EE.
With the most recent version the namespaces have changed from javax to jakarta.
Make sure that your dependencies are all up to date and use the same version.
Important notice
You are using Spring Boot. And Spring Boot will be ready for Jakarta EE with version 3!
So you cannot use any dependency that is using something from the jakarta namespace.
Additionally with Spring Boot you shouldn't override the version that comes with it.
It's because of namespace changing from javax to jakarta in newer versions of Jakarta EE specifications. You should use older version of hibernate-validator (as you said) or just update Jakarta platform dependency as for compatibility:

I do not understand why this error happens and I have tried to remove scope variable as well. My project structure displays Maven:junit:4.12 so I cannot understand why it can't find the required dependency
When you're new to Spring Boot then let Spring Initializr create your pom.xml. It will create a working pom.xml.
Please suggest to me how to select compatible dependency in Spring Boot maybe that's where I am facing problems.
