Maven Non-resolvable import POM - java

I'm using AWS ECS with EC2 instances and these instances are running java code. When trying to execute the code via maven I get the following error:
[ERROR] Non-resolvable import POM: Could not transfer artifact com.amazonaws:aws-java-sdk-bom:pom:1.11.106 from/to central (https://repo.maven.apache.org/maven2): transfer failed for https://repo.maven.apache.org/maven2/com/amazonaws/aws-java-sdk-bom/1.11.106/aws-java-sdk-bom-1.11.106.pom # line 16, column 19
I have seen a lot of posts mentioning that they needed to update settings.xml but in my case I do not have access to this as this code is being run in isolated docker container tasks. Is there anything I could add to the pom.xml file that would resolve this issues. Thanks.

Looks like its complaining about com.amazonaws:aws-java-sdk-bom:pom:1.11.106. This is a very OLD API and should not be used anymore.
It better practice to upgrade to AWS SDK for Java V2 and use a current POM that has:

Spring boot builder error: 'dependencies.dependency.version' for org.springframework.cloud:spring-cloud-starter-netflix-hystrix:jar is missing

When I m going to add spring-cloud-starter-netflix-hystrix dependency into pom.xml file, the build was failed.

Errors says you are missing version for org.springframework.cloud:spring-cloud-starter-netflix-hystrix. You can declare appropriate version under <properties> section something like (I am using latest version for example, you can use any appropriate version here) :

Why a module in my multi-module maven project doesn't work?

I fetched a project from a remote repo. As a result, I have a project with 3 modules that work fine and one module that somehow is not a part of the project or something.

Maven clean install spring boot module runs webapp

When I run mvn clean install for my Maven module which is a spring boot application it kinda starts the spring boot web app withing the build process (and fails because of several errors)

Maven appears to be ignoring source and target in webapp

Ultimately, I think the question is probably "what have I done wrong that maven is ignoring the source and target specifications?" There are similar questions out there, but the ones I've seen are either not solved or suggest things that exist in my pom.
Any help would be appreciated.
Jetty is using 1.5 source and target args by default for JSP compilation. See Jetty embedded and JSP compilation to 1.7? for pointers and info on switching Jetty to use 1.7
