What is the correct way of importing j2me projects in Eclipse?
Im getting: No projects are found to import.
I have Eclipse Helios and EclipseME plugin.

If it is not there, you should install it by following steps:
Help-->Install New Software
Select Juno - http://download.eclipse.org/releases/juno
Select Web, XML, Java EE and OSGi Enterprise Development --> Eclipse Java Web Developer Tools

I want to develop eclipse plugin on top of an existing desktop application. The desktop application has already been developed in Java Swing and I want to create eclipse plugin which will use this existing desktop application as well as also use existing eclipse features like refactoring etc.

I want to start developing eclipse plugin but not sure how to start. I start to read vogella tutorial but it is talking about eclipse RCP which I am not sure is what i need or not? If anyone can provide me direction and give me starting point, i will be thankful.
An Eclipse plug-in always runs as part of an Eclipse RCP. Eclipse itself is a (very large) RCP so you can develop the plug-in to run as part of Eclipse, or you can write your own RCP from scratch.

I am trying to use the Plug-In wizard, but when I try to open a new project, this wizard is not one of the options. I downloaded this standard version of eclipse from http://www.eclipse.org/downloads/
Is there something else I have to download or was I supposed to download a different version?

In order to work with Eclipse Plugin development, you need to use SDK version of Eclipse. You can download Eclipse SDK 4.x from this link
SDK version contains all the necessary tools to build Eclipse plugins. From the website,

You should have the everything. File > New > Project... should open a wizard with Plug-in Development > Plug-in Project as one of the wizard selections:
