How to run spring project offline mode?

I am trying to run a Spring Project, with several dependencies, that I have already downloaded into my local repository, and have also done followings :
Added local repository path in setting.xml in localRepository tag.
Running the project using mvn install -nsu -llr -o , for offline mode.
And I am getting following error :
[ERROR] Failed to execute goal on project file2Json: Could not resolve
dependencies for project
com.nse.file2Json:file2Json:jar:0.0.1-SNAPSHOT: Cannot access central
(http://repo1.maven.org/maven2) in offline mode and the artifact
com.fasterxml.jackson.dataformat:jackson-dataformat-csv:jar:2.8.4 has
not been downloaded from it before. -> [Help 1]
I have the dependency installed, take a look :(
I have following questions :
Why is the project is trying to look into http://repo1.maven.org/maven2 when I am using offline mode ?
How can I run the project offline, by providing the required dependencies at required paths ?
Please help !

It says it cannot access Maven Central because you are in offline mode. And it tries to look there, because ´jackson-dataformat-csv` is not in your local repository, so Maven needs to get it from somewhere (and Maven Central is the default repository).
What you need to do is to execute mvn dependency:go-offline before you switch to the offline mode. This will download everything that you need (dependencies, transitive dependencies as well as plugins).

Cannot find disco.jar dependency for Maven Project

I've just started helping my professor out for his research project and I'm trying to get it set up on my local windows computer. I'm stuck with this error:
Failed to execute goal on project tornado: Could not resolve
dependencies for project tornado:tornado:jar:0.0.1-SNAPSHOT: Failure
to find com.disco:disco:jar:10.2.0 in http://clojars.org/repo was
cached in the local repository, resolution will not be reattempted
until the update interval of clojars.org has elapsed or updates are
forced
Notes:
It's a maven project being run on eclipse.
I've tried multiple ways of adding the disco-2.0.jar file to the build path but I'm not sure if that's what I'm meant to be doing or if it's even the right file, although I haven't found any other disco file within the project directories.
I've tried mvn clean install -U to see if it may just have been a problem with resetting the maven project.

Well the log reads is clear and you could verify it as well:
Failure to find com.disco:disco:jar:10.2.0 in http://clojars.org/repo
If you navigate to the https://clojars.org/repo/com/ there is no disco.jar available there. Hence the failure.
Probably this could be some local jar that might need to be build either locally or required by its owner to be pushed(mvn deploy) to clojars in another case.
Also mvn clean install -U help you fetch the latest of SNAPSHOT, in your case this would fetch the latest tornado:tornado:jar:0.0.1-SNAPSHOT but that fails further sicne it specifies the com.disco:disco:jar:10.2.0 as dependency which is not found anywhere for your build to proceed.

You need to make the disco-2.0.jar available from a Maven repository. If you have a Nexus or Artifactory, upload it there. Alternatively, you can install it into the local repository of your computer using the install:install-file goal.

maven add dependency located on a local repository

I have a maven project from Github, I fork it, and then I imported it to eclipse. It contains three maven modules. I added a fifth one.
Now I want to add this fifth (new) as a dependency to one of the previous modules.
I did the install in maven, and I got the jar located in my local repository. now when I added a dependency to a one of the previous modules, i got error that my new models doesn't exist in the public dependency. I mean:
Failed to execute goal on project moquette-broker: Could not resolve dependencies for project org.eclipse.moquette:moquette-broker:jar:0.7: Failure to find org.eclipse.moquette:moquette-configurationmanager:jar:0.7 in https://repo.eclipse.org/content/repositories/paho-releases/ was cached in the local repository, resolution will not be reattempted until the update interval of Paho Releases has elapsed or updates are forced -> [Help 1]
my question is how can I tell eclipse to search in my local repository as well?
I tried to upload my dependency to a public repository but it doesn't make any sence now because i am still developing

After reading the first 28 comments and responses to your question, I still cannot imagine the cause of this strange error, so you'll have to debug it a bit more:
Two recommendations to debug the Maven build:
Whatever test you run, execute mvn --debug <phase> and analyze carefully the produced log.
Run mvn dependency:build-classpath to ask Maven where are the downloaded libraries referenced in the classpath.

Maven Run Error "maven-clean-plugin:2.5 or one of its dependencies could not be resolved"

Using İntelliJIdea, I Downloaded my project from Subversion for 12 times.
Deleted .m2/repository for 7-8 times.
Reimported, downloaded source for 15 times. Tried every possibilities but still cannot run my project.
Here is my Maven run profile and project hierarchy

There is nothing wrong with project or maven files. I'm running it on my work computer. But not in my personel.

Update: Its early in the morning here in Switzerland - i have overseen you specified the -o parameter in your run configuration in the section Command line:. Update 2: Alright the initial problem is solved - your log however shows two more things to fix (one of them optionally but very recomended): 1.) The warnings at the very start of the build imply you have duplicate dependency/version declarations - those should be easy fixable. You can for example use mvn dependency:tree -Dverbose to get a overview on the duplicates (and which definition takes place in the end). The second is a actuall build error. I dont know about the install plugin you are using but i guess that you are missing this dependency: http://mvnrepository.com/artifact/org.codehaus.plexus/plexus-digest/1.0 (or another one containing the class that could not be found - adjust version as needed as well).
Answer regarding offline mode:
Remove the parameter -o when running maven unless you want to work in offline mode and with your local repository only.
Another probable cause is explicitly setting Maven to work in offline mode (e.g. only consult the local repository to resolve dependencies) from within the IDE itself (which will result in calling Maven with the -o parameter behind the scenes).
General Settings/ Project Settings:
File -> Settings -> Build, Execution, Deployment -> Build Tools -> Maven
(The very first option Work offline should be deactivated/ deselected unless you realy want to work with the local repository only).
Those settings are inherited by Maven-run configurations by default but may be overwritten at two levels
Default Run Configuration:
(Those default configs will be inherited by specific run configurations. Note that changes to the general settings apply to newly created run configurations only and will not be populated to existing ones).
Specific Run Configuration:
Make sure none of the options is selected. In the end if you use a specific launch configuration make sure the option is not selected in that specific configuration and change the higher levels for convenience if it makes sence)

EASY WAY
This should work for all similar errors.
This is how an error looks like
Could not resolve : org.apache.maven.plugins:maven-clean-plugin:jar:2.5
Could not resolve : (groupID):(artifactID):version
So what you actually need is a correct version of the clean plugin.

This will become something like this. Add this to dependencies section Pom.xml. Reload build.

Reload build and IDE will automatically download these version of artefacts and
replace if there are other versions because your project needs these particular versions to run.
Do the same with other dependency errors. "Works every time".

The container 'Maven Dependencies' references non existing library - STS

I'm using win8 previously I had been running Eclipse Juno on my pc but from now on I wanted to start using STS, I am getting the below error as soon as I create a new project. I deleted my .m2 folder and everything related to Eclipse in order to start over from scratch still didn't work, I've ran out of ideas. Any advice???

So I get you are using Eclipse with the M2E plugin. Try to update your Maven configuration : In the Project Explorer, right-click on the project, Maven -> Update project.
If the problem still remains, try to clean your project: right-click on your pom.xml, Run as -> Maven build (the second one). Enter "clean package" in the Goals fields. Check the Skip Tests box. Click on the Run button.
Edit: For your new problem, you need to add Spring MVC to your pom.xml. Add something like the following:

I got the same problem and this is how i solved. :
Right click your Spring MVC project, choose Run As -> Maven install.
Observe the output console to see the installation progress. After
the installation is finished, you can continue to the next step.
Right click your Spring MVC project, choose Maven -> Update Project.
Choose your project and click OK. Wait until update process is
finished.
The error still yet, then do Project->Clean and then be sure you have selected our project directory and then do the follow Project->Build.

Although it's too late , But here is my experience .
Whenever you get your maven project from a source controller or just copying your project from one machine to another , you need to update the dependencies .
For this Right-click on Project on project explorer -> Maven -> Update Project.
Please consider checking the "Force update of snapshot/releases" checkbox.
If you have not your dependencies in m2/repository then you need internet connection to get from the remote maven repository.
In case you have get from the source controller and you have not any unit test , It's probably your test folder does not include in the source controller in the first place , so you don't have those in the new repository.so you need to create those folders manually.
I have had both these cases .

I'm a little late to the party but I'll give my two cents. I just resolved this issue after spending longer than I'd like on it. The above solutions didn't work for me and here's why:
there was a network issue when maven was downloading the required repositories so I actually didn't have the right jars. adding a -U to a maven clean install went and got them for me. So if the above solutions aren't working try this:
Right click on your project -> Choose Run as -> 5 Maven build...
In the Goals field type "clean install -U" and select Run
After that completes right click on your project again and choose Maven -> Update Project and click ok.
Hope it works for you.

I finally found my maven repo mirror is down. I changed to another one, problem solved.

Today I had this same problem with another jar. I tried multiple things people said on Stackoverflow, but nothing worked. Eventually I did this:
Close eclipse and any project-app that is running.
Delete the .m2 folder (Users --> [your_username] --> .m2). It's an invisible folder, make sure you are able to view invisible folders.
Restarted Eclipse (I guess it works in other IDE too) and updated my project.
Now it works again for me. Perhaps this solves the problem for someone else too.
