Is there an API that lets me know of real-time traffic in an area/city/location?
I don't have any location in mind, but it is OK to have access to an API that restricts the access of traffic to a particular location.

I guess you mean general car traffic - don't know any I'm afraid - there are APIs for things like live bus arrival times though - see this one for Ottowa: http://www.octranspo1.com/developers

I am going to develop a claim management system and would like to have a simple work flow for it in java
When i searched i come across https://formsflow.ai/ (or) https://www.jbpm.org/ and not sure whether there is any other good workflow to handle simple work flows and efficient and not very complex
Please kindly advise.

Is there any REST API available to control the operations of Jenkins jobs etc.?
I see two different API clients for Java.

Which one of it is official or the latest one?
Is there any documentation of endpoints that are available in Jenkins which we can use and construct the client side piece of code?

Is it possible to download historical weather data using Java from Wunderground API between two specific dates for a specific location ?
From this link, it says that only available for a single date at a time.
How to get weather data for specific date using wunderground
If it is not possible, are there any other alternatives which I can do so using Java ?
Try this one: http://openweathermap.com/api. It's free and it gives you a good amount of API calls per minute and per day.

i am creating a web application in java using spring where i have to populate all states/region/cities in a drop down when choosing a country. Is there any api, web-service or javascript for achieving the same.
As Yanick specified in this question;
Take a look at GeoNames. You can download (just about) everything they
have and create your own local databases, or you can use their REST
Webservice API. As an added bonus, they even have already made client
libraries.

Is there any C++ network library similar to JBoss's Netty? I need an architecture where I can add protocol handlers to a list and process network packets as objects.
I have used ACE although I wasn't especially happy with it.
I have used LibSoup, which is a C http client and server library. It has a c++ libsoupmm.
