It means you don't have installed the fingerprint driver:
http://www.digitalpersona.com/support/downloads/software-updates/reader-engine/
typically this is happening when you have some static initialization block and there is something wrong - mostly due to NullPointerException. try to debug this initialization block carefully
The AccessControlException states that you do not have permission to load the DLL otmcjni.dll into your Java process.
Make sure that you have signed your JAR file.

How can i fix this error?
Thanks in advance.
Mr_SoUndso
PS: I know a similar question was asked before, but without stack trace. There also was no answer given.
A friend showed me how to fix it:
You need to make your library available in your jar.
Then everything is working fine
Assuming you are exporting the app as a jar file, you need to provide the path of that driver jar while running the app, e.g.:
java -cp '<path_to_driver_jar>' yourApp.jar
This would make sure the library is available to your app and it will work fine.
This question already has an answer here:

Framebuffer objects are not supported by this hardware (or driver)
You most likely do not have a proper driver installed for your graphics card, or OpenGL is not supported on your card (which is very unlikely, but still possible).

I did check twice my java.policy file, and also make sure they have:
"permission java.util.PropertyPermission" "user.home" "read";"
But access was still denied. Should I avoid using user's absolute path or try to set a permission and register something?
I want to applet implementations with digital signing. But, I'm getting an error when accessing the usb token. I think the reason for the error due to Java's security is blocking access.

What should I do to solve this problem?
Here is the: entire error block
Applet has limited permissions. Non-signed applet cannot access file system and part of the system properties. In your case you tried to access user.dir.
You have the following solutions.
try to avoid using user.dir
sign your applet
do not use applet at all. Use java web start instead.
Youre trying to access something you dont have permission to
Caused by: java.security.AccessControlException: access denied (java.util.PropertyPermission user.dir read)
You can sign your applet
And/or set the permissions in the users home directory
