when i try to run it on local Tomcat 7 application server.

Solved it. I needed an additional jar file that was to be added to the classpath i did and it worked thanks so much.
You .class (remember, .class) file must be present in Tomcat's classpath. Check that.
Tomcat startup.bat calls catalina.bat where classpath is set.
Catalina.bat has got a line...
echo Using CLASSPATH: "%CLASSPATH%"
This will print classpath on the command prompt window from which you called startup.bat/.sh. Use this and search for your file.
If it is not found, your IDE project configuration is not setup correctly to generate .class and put it in required location, e.g. in Maven, it should go to target/classes.
If issue is after deploying war, unzip war and check classes folder. If not found, your build tool is not setup correctly.

Java jersey monitoring statistics

I am trying to activate the monitoring statistics for a web service. But i get null pointer exception. How is it activated properly? I do not understand the documentation from jersey. Here is my code:

First get some configuration aspects out the way...
ResourceConfig is kind of a replacement for a web.xml. They can be used together, as you can configure the web.xml to use your ResourceConfig subclass, but I rarely see the need to. If you want to go with no web.xml, you could do something like

This is the equivalent to you declaring the ServletContainer, setting the package(s) to scan, and setting the url-mapping to /myApp/*. With the above configuration, you can completely get rid of the web.xml (assuming you have the jersey-container-servlet dependency, and you are in a Servlet 3.x environment; in a Servlet 2.x environment, you need to use the web.xml).
One thing you do not do, is have your resource classes extending ResourceConfig. So get rid of the sub-classing (in your TestingEvents class), and definitely get rid of what you have in the constructor.
As far as setting the monitoring property...
If you decide to go with the ResourceConfig subclass...
you can simple do

You should keep the javadoc of the ServerProperties handy. Each of the static fields, have String values, which for the most part can be configured in the web.xml as an <init-param> of the Jersey Servlet. If you look at the ServerProperties.MONITORING_STATISTICS_ENABLED, you will see that String value is

So to set it as an init-param, do this

That is most peculiar.
Lets start with the what we do know. The class java.lang.Object and the corresponding java/lang/Object.class file most certainly do exist. If they didn't then is is highly unlikely that the JVM would have started in the first place.
So how come you get the exception?
My theory it that somewhere in your codebase (or the libraries you are using) there is a classloader that is breaking the rules. When it is asked to load a resource, a well behaved class loader will first delegate up the class loader chain to see if its parent classloader can load the resource. I suspect that what is happening is that the broken classloader is skipping the delegation step and just trying to load the resource itself. If the "rt.jar" is not on its list of JARs, etc (and it normally won't be) then the class loader won't find the Object.class file ... and you will get a FileNotFoundException.
UPDATE
I think I understand. If your Java installation was corrupted to the extent that it couldn't load java.lang.Object, then the JVM wouldn't boot. And if it had already booted before the corruption, then it wouldn't be trying to load the Object class.
But it is not trying to do that. It is actually trying to read the Object.class file. And the stacktrace seem to be saying that this is occurring in Spring's annotation processing code.
So I think that something has triggered a servlet restart after the Java installation was compromised. And the restart caused the spring configuration to be done again. Why it worked when you rebooted is a mystery ... unless the problem was due to a hardware error or stuck device driver that was cleared by the reboot.
(The post you found describes a different scenario ... where the JVM fail during its bootstrap. Your scenario is more complicated.)
It turns out my JRE6 installation was somehow corrupted. I reinstalled it manually and now I don't have an issue anymore. I have also found another post which might explain why the issue would disappear after rebooting.

Regarding logs configuration for servlet

This means the log4j.properties file is not in your classpath. You need to put it under the "src" folder and redeploy the application to tomcat.

Best way how to start is look at tested working samples. So.. please see following:
