I imported my already working project on another computer and it started to download dependencies.
Apparently my internet connection crashed and now I get the following:

How do I force maven to update?
mvn clean install -U
-U means force update of snapshot dependencies.
Release dependencies will be updated this way if they have never been previously successfully downloaded. ref: https://stackoverflow.com/a/29020990/32453
If your local repository is somehow mucked up for release jars as opposed to snapshots (-U and --update-snapshots only update snapshots), you can purge the local repo using the following:
mvn dependency:purge-local-repository
You probably then want to clean and install again:
mvn dependency:purge-local-repository clean install

-U seems to force update of all SNAPSHOT dependencies.
If you want to update a single dependency without clean or -U you could just remove it from your local repo and then build.
The example below if for updating slf4j-api 1.7.1-SNAPSHOT:
rm -rf ~/.m2/repository/org/slf4j/slf4j-api/1.7.1-SNAPSHOT
mvn compile
All the answers here didn't work for me. I used the hammer method:
find ~/.m2/ -name "*.lastUpdated" | xargs rm
That fixed the problem :-)
You can do effectively from Eclipse IDE. Of course if you are using it.
Project_Name->Maven->Update Project Configuration->Force Update of Snapshots/Releases
Just in case someone wants only update project's snapshot dependencies and doesn't want to install artifact:
mvn dependency:resolve -U
Don't forget to reimport dependencies in your IDE. In IDEA you need to right click on pom file and choose Maven -> Reimport
If you're unsure what is inside your local repository, I recommend to fire a build with the option:
-Dmaven.repo.local=localrepo
That way you'll ensure to build in a cleanroom environment.
In my case first I did was:
mvn clean install -U
Still it was showing same error then I closed project and again reopened it. Finally worked.
If you are using eclipse IDE then :
Select Project.
Press alt+F5, window for Update Maven Project will pop up.
Check - Force Update of Snapshots/releases and click OK.
If Using Intellij IDE
go to settings/Maven
check Always update snapshots
I used the IntelliJ IDE and I had a similar problem and to solve I clicked in "Generate Sources and Update Folders for All Projects" in Maven tab.
Previous versions of maven did not force the check for missing releases when used -U with mvn clean install, only the snapshots, though newer version supports this.
For someone still struggling with previous version, following can be helpful-
On Windows:
cd %userprofile%\.m2\repository
for /r %i in (*.lastUpdated) do del %i
On Linux:
find ~/.m2 -name "*.lastUpdated" -exec grep -q "Could not transfer" {} \; -print -exec rm {} \;
Whenever maven can't download dependencies for any reason (connectivity/not exists etc), it will add the ".error=Could not transfer artifact" in dependency-name.lastUpdate file in respective folder under $home/.m2 directory. Removing these files will force maven to try fetching the dependencies again.
mvn clean install -e -U -Dmaven.test.skip=true
-e Detailed exception
-U forced update
-DskipTests does not execute test cases, but compiles test case classes to generate corresponding class files under target/test classes.
-Dmaven.test.skip=true, do not execute test cases or compile test case classes.Using maven. test. skip not only skips running unit tests, but also skips compiling test code.
A small suggestion. If you use the IntelliJ Idea compiler, it is recommended to clean the cache

So my solution might be useful to others who stumple upon the question:
The problem:
I've copied the local repository to another computer, which has no connection to a special repository.
So maven tried to check the artifacts against the invalid repository.
My solution:
Remove the _maven.repositories files.
You need to check your settings.xml file under <maven_home>/conf directory.
This is one of the most annoying things about Maven. For me the following happens: If I add a dependency requesting more dependencies and more and more but have a slow connection, it seams to stop while downloading and timing out. While timing out all dependencies not yet fetched are marked with place holders in the .m2 cache and Maven will not (never) pick it up unless I remove the place holder entry from the cache (as other stated) by removing it.
So as far as I see it, Maven or more precise the Eclipse Maven plugin has a bug regarding this. Someone should report this.
It's important to add that the main difference of running mvn with -U and without -U is that -U will override your local SNAPSHOT jars with remote SNAPSHOT jars.
Local SNAPSHOT jars created from local mvn install in cases where you have other modules of your proj that generate jars.
For fixing this issue from Eclipse:
1) Add below dependency in Maven pom.xml and save the pom.xml file.

-U is used to force update maven Repo.

I've got the same error with android-maps-utils dependency. Using aar type package in dependency section solve my problem.
By default type is jar so It might be checked what type of dependency in repository is downloaded.
I tried all the answers here but nothing seemed to work. Restarted my computer first then ran mvn clean install -U. That solved my problem.
What maven does is, it downloads all your project's dependencies into your local repo (.m2 folder). Because of the internet causing issues with your local repo, you project is facing problems. I am not sure if this will surely help you or not but you can try deleting all the files within the repository folder inside the .m2 folder. Since there would be nothing in the local repo, maven would be forced to download the dependencies again, thus forcing an update.
Generally, the .m2 folder is located at c:users:[username]:.m2
after using mvn clean install -U run as maven test also and after that update your project using maven-update project

I had this problem for a different reason. I went to the maven repository https://mvnrepository.com looking for the latest version of spring core, which at the time was 5.0.0.M3/ The repository showed me this entry for my pom.xml:

Naive fool that I am, I assumed that the comment was telling me that the jar is located in the default repository.
However, after a lot of head-banging, I saw a note just below the xml saying "Note: this artifact it located at Alfresco Public repository (https://artifacts.alfresco.com/nexus/content/repositories/public/)"
So the comment in the XML is completely misleading. The jar is located in another archive, which was why Maven couldn't find it!
We can force to get latest update of release and snapshot repository with below command :
mvn --update-snapshots clean install
I had the same error and running mvn install -U and then running mvn install worked for me.
mvn clean install -U doesn't work. However mvn -U clean followed by mvn clean install does.

one thing that may cause this problem is that in your project in a POM file required java or maven version is set. you should find it... but how ?
maybe you couldn't find any enforcer in your project like me ...
(I had the same problem and I became confused because enforcer plugin was not defined in my projects POMs, so I couldn't find it).
enforcer plugin is in your "effective pom" and you should check it.
Effective pom is a configuration file made from super pom + project pom.
maven use this configuration file to execute the relevant goal. It helps developers to specify minimum configuration detail in his/her pom.xml. Although configurations can be overridden easily.
For showing your effective pom there are 2 ways:
1- use maven command, run this command :
mvn help:effective-pom
2- use your IDE : in Maven window right click on your project node and select show effective POM(it depends on your IDE).
after you find what your forces are you can find it in your project and change it.
for me, My effective POM had enforcer plugin which its requireMavenVersion rule for using Java was 1.8. so I changed my project JDK version to 1.8 and luckily the problem was solved.

You should solve the root cause of the issue, conflict between some of your dependecies, mvn/java version, there is a lot of possible reasons.
You might run mvn dependency:tree and check in the list if there is maybe 2 different versions or implementations of the same library from different package. Often you will have a parent pom or a dependency somewhere in the framework uncompatible with one that you added into your pom.
But often, despite this enforcer error your project could build and run perfectly so this is a workaround to build ignoring the error
To skip enforcer (not always working)
mvn clean install -Denforcer.skip=true
To continue the build if error
mvn clean install -Denforcer.fail=false
There is probably some ways to exclude a specific library from the enforcer rules too which is probably better that juste skipping everything.
If you are using version 1.4.1 of maven-enforcer-plugin and it is resulting in this error then you need to use an older version of maven-enforcer-plugin. You can find the Maven dependency below :

Also, check your Maven version. If you are using maven 3.0.x then you need to use maven-enforcer-plugin 1.4.1.
It is possible that someone is enforcing a specific Maven version.
If you see the following message:
[WARNING] Rule 0:
org.apache.maven.plugins.enforcer.RequireMavenVersion failed with message:
Detected Maven Version: 3.5.4 is not in the allowed range [3.5.2,3.5.2].
Then change your maven installation to the something in the specified range.
In this example, only version 3.5.2 is allowed.
This error is likely caused due to a mismatch of the java version specified in the pom file and the java in your system. I had Java 16 installed in my system but the pom pointed to java version 8.
There are 2 ways to solve this:
Update the java version in the pom file to the java version installed on your PC, but this will likely cause a lot of dependency issues.
Uninstall java installed in your system, and reinstall the java version specified in the pom file. You can do this by following the steps mentioned below:
Check the java version in your system with the following command:
java -version
And then check the java version defined in your pom file. It'd be something like
<project.java.version>1.8</project.java.version>
Install JDK 8.
I had this problem because Java (java) was version 8 and the Java compiler (javac) was version 11.
This is typical for Windows users, if you need to switch between versions manually.
Please check the versions first:
java -version
javac -version
If an IDE is used, for example an IntelliJ Idea, then I will advise to carefully study the project settings as well. Perhaps it makes sense to completely delete the files generated by the IDE and import the project again.
I faced the same issue and resolved it by fixing the pom versions. Below command didn't run properly on all the sub pom's which resulted in different pom versions.
'mvn versions:set -DnewVersion=${NEW_VERSION} versions:commit'
Check whether all the moms have same version if there is dependent pom's.
After doing some research found an answer for this .if your using IntelliJ
Go to Settings ---> builds --> Maven -->set the Maven home directory.
I faced this issue. Its because of the maven binary version used.
I have used maven 3.0.3 version. and the enforcer plugin wasn't reliable with that. So changed the maven binary to latest 3.6.3. And the issue got resolved and working awesome.
Firslty go tto project and run mvn clean , if build is success then just check whether the required dependency is downloaded in your .m2 folder or not , If dependency does not get downloaded in your local .m2 folder , it means either version number is incorrect for that dependency or artifactory path is not correct
Else if mvn clean itself fails while dependency exist in your .m2 folder , means yoru settings.xml file actually got corrupted
You should probably check if you have two different versions of same artifact somewhere. I faced it when I wanted to add new maven dependency while I already added it on a different dependent project with different versions.
Check your maven version, for example, if you are installing Apache-CXF 3.6 and your maven version is 3.0.5, then you get errors. If you're installing Apache-CXF 3.6, the minimun version of maven must be 3.1, and the minimun version of Java must be 8.
In my case, apparently there was a configuration conflict that generated this error. So when I temporarily deleted the /home/myuser/.m2/settings.xml file, the per-line maven execution was successful.
Note: In my scenario, I had Eclipse with the maven plugin and I was trying to use maven by command line and then this error message appeared.
I initially checked the java version with the following command
java -version
As it is was not on the required java version,I changed the java version by using following command
sudo update-alternatives --config java
This command gave me options to choose the required java version.
After proper selection of java I could perform the following command
mvn clean install -DskipTests
and the build was successful.Hence solved this issue

Is there a way add artifact to local maven repository from my eclipse project?
currently i have a project that contain many jars, and i have started using maven. what i need is to add all these jars to the local repository in an automated way without redownload them or adding them one by one and specifying their coordinates.
Make a new Maven project in Eclipse, and add all your code to the src/main directory. Now you will have lots of compile errors, because of missing dependencies.
Now start auto adding the dependencies. In Intellj you can add something using alt-enter, which also has the option to "add maven dependency". This adds that dependency from the maven repository to the pom. I do not know eclipse well enough, but it probably also has this feature.
Now, in a normal project, you will find most of your required dependencies somewhere in Maven Central. If you miss any, you can add them using manual installation to your local repository, as suggested by Manas Mukherjee

I have a project, that has pom.xml and depends on lots of dependencies from outside (located far-far in internet..).
So, I want to download all those dependencies which I depend on to my "local repository".
This is my try (I do not need do compilation, so I use "validate" here. So I'm do not expect to have "target" folder in the end):
mvn validate -Dmaven.repo.local=C:\my\.m2\repository dependency:copy-dependencies
In the end - yes I have many dependencies been downloaded to "C:\my\.m2\repository", but some of them went to: C:\projects\myProject\java\trunk\target\dependency, like these ones:
junit-4.8.1.jar
log4j-1.2.8.jar
mockito-all-1.8.2.jar
Question is: how to make those to be downloaded to "C:\my\.m2\repository" but not to "target" of my project?
For now, because of that, another projects that depend on that are failing while building, because they are expecting to find "junit-4.8.1.jar" in local repo.
Another try:
mvn validate -Dmaven.repo.local=C:\my\.m2\repository dependency:resolve
Then those dependencies are not resolvable at all.

Maven did that because you invoked the goal dependency:copy-dependencies. It will copy the dependencies of the current module to
${project.build.directory}/dependency

I really can't imagine these dependencies did not get into your local repo. Fiddling around with a script may not be the solution to your problem. Try
mvn process-resources -U -Dmaven.repo.local=C:\my\.m2\repository
The -U option forces a download of all dependencies. I suggest using process-resources, although as of my understanding validate should be fine, too.
