I am using tomcat as a web server to deploy my webApp.
The jsp file calls one of the java class to retrive a list of content. The jsp code is like:

In my java class, I used a txt file as reference to remove stop words. The code in java class is like:

It seems that the file been referenced canot be found by tomcat. HELP...
If you want to get the ServletContext outside the servlet than create a ContextListner class and inside this class store the context object when it being initialize and after you can get it anywhere in application using a static method. I am pasting an example of ContextListener

I think you need to pass the absolute path.
You could try with "./StopWords/stop-words-english1.txt" - the "WebContent" might be redundant.
Also you can get the current working directory using the below command and construct your path accordingly.

I have checked that the database username and password is not expired and still working. Connection test succeeded. All the column types are varchar2 200 bytes. I am not sure why it is still throwing error.
You are able to see the sysout statement as you must be running the program in your IDE where the properties file is in your classpath. Your properties file is not in your classpath when you deploy the app.
You can change the code as :
props.load(DBConnection.class.getResourceAsStream("../conf/DBDetails.properties"));
Create a directory 'conf' || to the lib folder containing your code(jars) and try running it.
The problem occurs a lot earlier in this very first line of your exception:
props.load(DBConnection.class.getResourceAsStream("DBDetails.properties"));
That means: the file "DBDetails.properties" is obviously not in the current directory nor in one of the class path settings.
Check, where the file is located and set the classpath accordingly or move it in to the right place.
EDIT AFTER UPDATE OF Q
Same with the oracle driver. The oracle driver class is not loaded, probably it's not on the class path as well - or even not present at all (what I would bet for, as this needs to be downloaded/installed explicitly from Oracle)

Following these steps resolved my issue:
Removed ojdbc6-11.1.0.7.0.jar from the class path and added
ojdbc6.jar
Changed the driver name from:
driver=oracle.jdbc.OracleDriver to driver=oracle.jdbc.driver.OracleDriver
Pasted a ojdbc6.jar file to
apache-tomcat-7.0.35-windows-x86\apache-tomcat-7.0.35\lib folder
And it worked!!

If you are using selenium-java-3.7.0 then make sure it should contain "httpcore-4.4.6.jar" file inside libs folder. If not then include it and import it in your project.
I am trying to use content - disposition to save something from server to client computer. When I click on button in jsp, dialog opens and I choose to save file. File is saved but I get this exception. I have read on other similar topics something like "Somewhere, your application is calling getOutputStream or getWriter more than once." but I don't know/understand where?

This particular exception is caused because Spring MVC apparently needs to create a session during rendering of the view, but couldn't because the response is already committed with the file download. But your real problem is bigger, Spring MVC should not be rendering a view at all.
You need to tell Spring MVC to not render a view after having taken over the control of the HTTP response from Spring MVC. It is otherwise trying to append the rendered view to the end of the HTTP response which would only corrupt the file download.
I don't do Spring MVC, so I can't answer from top of head, but it appears that just returning void instead of String from the controller's action method should be sufficient in order to tell Spring MVC to not render a view.

Session creation requires a session cookie to be written to the HTTP header, before the body. Something is trying to create a session after you've flushed and closed your response.
Consider creating the session prior to writing the response.
