DO NOT use ListView inside ScrollView. ListView itself has a scroll property and you don't have to use another ScrollView to make it scroll. Use a LinearLayout instead.
Listview have own scrolling property ,so dont use within scrollview...

What I'm trying to achive is add CardViews inside my ListView and be able to scroll not just the ListView but the whole view. I tried RecyclerView before but that didn't work for me either.

You need to use NestedScrollView.
NestedScrollView is just like ScrollView, but it supports acting as both a nested scrolling parent and child on both new and old versions of Android. Nested scrolling is enabled by default.

Don't forget to add recyclerView.setNestedScrollingEnabled(false); to your RecyclerView.
In the XML layout, everything seems perfect. When I used the emulator or real device, the adView is not visible. I tried to give height to adView like 200 dp. Then the adView is visible. In the case of LinearLayout, as the weight was set to 1, it took the whole screen when the ad was not yet loaded. However, you should see a warning like the following in your logcat here.
W/Ads: Not enough space to show ad. Needs 320x50 dp, but only has 288x495 dp.
In order to fix the problem, you might consider using a RelativeLayout instead of a LinearLayout like the following.

On the other hand, you might also consider setting up a fixed size for the AdView so that it does not hide when the content is not yet loaded. You can get the sizes of different types of ads for different screen sizes here.
When I place a RecyclerView as a child of a ScrollView, marginBottom and paddingBottom doesn't work. Setting these values for the parent LinearLayout doesn't affect anything either. It seems that the ScrollView doesn't scroll to the bottom because the ScrollBar doesn't reach the bottom. How can I fix this bug?

Hi all, when the above ListView is populated with only a few items, I can still see the buttons, however, when the ListView is populated with more than the screen can display, the buttons seem to be 'pushed' above the UI and are no longer visible, only the scrollable ListView is now visible.
Are there any thoughts on how I can make the buttons appear again on longer lists?

Try wrapping the ListView inside of a LinearLayout. You are adding a weight to the buttons to make sure they appear, but then when the ListView renders, it seems to be causing that. Let me know if that helps.

I'm trying to place a banner at the top of a listview, one that stays there when the list scrolls down. The layout I currently have actually show what I want in the preview but when I run it in the emulator the only thing that appears is the list.

The RelativeLayout here just makes it confusing. You can achieve this simply with a couple of LinearLayouts. Wrap your banner in a horizontal layout with a height=wrap_content and set you ListView to height=fill_parent. The list will then fill all available space. The List will scroll independently of the rest of the page.
Something like below should work:

What if you wrapped your RelativeLayout in a ScrollView, and since a ScrollView can only have one child, put the banner above it?
