Tomcat server not shutting down during first time

I am developing a Queue message proof of concept on Spring-MVC 5.x, Java 8 and Tomcat server 9.x. While reading the queue messages from the Oracle table, thread warning messages appending in the Catalina log file.
If I try to shutdown and start the tomcat server, the tomcat server is not shutting down during the first time but on the next call tomcat server is shutting down and a memory leak warning message is logged in the log file.
Please help why I am unable to shutdown the tomcat server during the first time.

I am trying to develop a web application program I'm using tomcat 9 and hibernate . my application was running correctly but suddenly i got this error :

by the way I can not find tomcat process with this command get-process|select-string "tomcat" in windows PowerShell. so I think the main problem is with starting the tomcat .
also you should know when I run this command :
c:\Tomcat\apache-tomcat-9.0.46-windows-x64\apache-tomcat-9.0.46\bin>startup.bat in a CMD the following windows will appear .
and nothing will change , as long as I wait .
Conclusion :
I think my tomcat is not started yet . and also I wonder if I restarted the tomcat eventually would it be helpful to solve this Error :

I really get confused . I appreciate any solution .

Try to restart your server then restart IDE and rebuild project also may help. On the other hand you probably can find a process with your port using cmd and the following command netstat -ano | findstr "yourPortNumber"
But I truly recommend you to check your configured port firstly using server.xml file in your Tomcat directory and after that resolve your bind conflict.

Jasperserver FAIL - Application at context path [/jasperserver] could not be started

I can't run jasperserver. I have tried reinstall with bundle version (tomcat 8.5) and also with another (9.0) versions of tomcat. tomcatmanager screen . Services jasperreportsTomcat and jasperreportsPostrgreSQL are running services . run from browser Logs from tomcat local host and catalina:

I solved this by installing Jasper Server version 7.5 and delete .jrsks and .jrsksp from C:/users/[username here] before intalation. I chose everythink bundled during installation.

Tomcat undeploys WARs automatically after some time

I'm facing an issue with Apache Tomcat 9.0.13 with JDK 1.8, where it tries to reload memory user database & upon failure, undeploys all the WARs of webapps.

The server on which Tomcat is running lost the connection to the P: drive momentarily. That triggered both the failure to check the tomcat-users.xml file and the undeloyment of the web applications. You need to move the webapps directory to a more reliable network location or, better still, a local drive.

Seems that the file tomcat-users.xml has not been found - might be removed or corrupted. This file serves as an in-memory database for the Tomcat management users. Download the Tomcat again and add the missing/corrupted file to the conf folder.
Also, search for the following lines to the server.xml which should be included because it registers in JNDI as an instance of UserDatabase. If the lines are missing, add them:

The conclusion and the safer way would be to download a new entire instance of Tomcat from scratch.

Note that cfwd.war is the only war file in the webapps directory (in addition to the usual default contents, as examples, manager, etc etc).
Any ideas about possible causes for this?

This is usually caused by an issue with the applciation class hierarchy. One example I have seen is with out of date classes introducing circular inheritance.
If you upgrade to 7.0.47 you'll get a more informative error message as to what the problem is. Alternatively, a clean build of your applciation may be enough to clean things up.
