NoSuchBeanDefinitionException coming even though Bean is created via #Bean

The same question has been asked before. But I could not figure it out in my case. I am facing the below exception:
NoSuchBeanDefinitionException:
No qualifying bean of type
[com.betterknow.connectonce.jdbc.MeasuringNamedParameterJdbcTemplate]
The MeasuringNamedParameterJdbcTemplate is created using this:

public NamedParameterJdbcTemplate namedParameterJdbcTemplate() throws Exception {
return new MeasuringNamedParameterJdbcTemplate(datasource());
}
The above part is in another project (say B) and I am using that artifact (B) using maven in another project (say A). In A, I am autowiring like the below:
#Autowired
private MeasuringNamedParameterJdbcTemplate jdbcTemplate;
The strange thing is that while I am deploying the code in server it is working properly. But when I am running it from local it is not running.

The strange thing is that while I am deploying the code in server it is working properly. But when I am running it from local it is not running.
This is really strange, because it shouldn't work, probably you deploy another artifact or you do some improper testing.

The problem is in your package name "by.jahra.repository". Actually it starts with by what is SQL keyword and it cause an error, you should change that.

I have no idea why I am getting this error, since this worked perfectly fine in Spring 3.2.3. My suspicions were that Spring 4 doesn't lazy load the dependencies by default so I added initLazy = true to all my #ComponentScan references. I see that the issue is a "cyclic" dependency but its one that shouldn't be causing a StackOverflowException, especially if it was working fine in an older version. Have I missed a configuration setting or perhaps something that needs to be altered in Spring 4?

The prototype scope will create a new object every time it is injected. A singleton will only instantiate 1 instance and use that instance every time it is injected.
So everytime that TransactionTemplate bean is requested, a new one is created.
Your EventService and EmailService have a cyclic dependency and depends on TransactionTemplate. You pretty much answered all of your questions in your comments.

Spring: Map of beans, trying to inject dependency in the another bean, getting null pointer

I am trying to create the map of the beans in the spring by the following piece of configuration.

And then injecting this Map as a Resource in another bean (say UserSerice) using

But I am getting null pointer when I am trying to get bean from this map.
I looked at the logs. Logs shows that this map bean get initialized, but by the time when UserService starts initiating this map bean is already destroyed.

So it seems like you think Spring can inject
#Resource(name = "utilBeansMap")
private Map<String, BaseUtilBean> utilBeansMap;
before it actually creates the object.
That's not how it works. Spring creates the instance through reflection, then, again through reflection, finds the #Resource target field and sets it. If you need to do initialization with your injected field, use a #PostConstructannotated method.
Any method (there are rules for the method definition) annotated with #PostConstruct will be called after the container is finished initializing the bean. If you had a constructor like
public MyClass() {
BaseUtilBean bean = utilBeansMap.get("theKey");
// do something with bean
}
this wouldn't work because utilBeansMap would be null. Instead, you could refactor to
public MyClass() {
// do stuff you know doesn't use injected fields
}
#PostConstruct
public void init() {
BaseUtilBean bean = utilBeansMap.get("theKey");
// do something with bean
}
Spring will instantiate your bean, inject the fields, and then call init().
