Getting a 403 for static resources in spring boot without using spring security

I have a spring boot application that is not using spring security at all, and when some requests come through for static resources, the server returns a 403.
The spring boot application is running in a tomcat 9 server (not embedded). A lot of the requests triggering the 403 come from mobile devices. I have read a lot of articles about this issue but they all refer to the spring security implementation which I am not using.
Has anyone experienced this? Any help/suggestions would be greatly appreciated.

I ran the application as standalone (without external Tomcat) and the problem does not seem to occur. This is pointing more to an interaction between the two or tomcat 9 configuration issue.

The problem was a tomcat 9 mis-configuration with a security realm and had nothing to do with Spring. The security real was not connecting to the user database so it was blocking anything static.

AsynchronousJiraRestClientFactory cannot be converted to JiraRestClientFactory

I'm trying to do some very basic Jira interaction using the REST API, but failing at every hurdle. I haven't even tried sending any requests or anything yet, I'm simply trying to initialize the client. I got most of the following code online from others who were using it, but for some reason, I can't get it to work.
I keep getting this compilation error:

In your maven POM, you are using two different versions of the jira implementation.
They most likely have the same naming scheme, and is probably why you are getting the "AsynchronousJiraRestClientFactory cannot be converted to JiraRestClientFactory" error, because even though the naming is the same, the classes are coming from two different dependency jars (5.1.2) & (4.0.0)

Google Storage client library (appengine-gcs-client) has unavailable dependency (google-http-client-parent:pom:1.24.1)

I add appengine-gcs-client to my Google AppEngine Standard project with this:

It seems Google has just created some error in the dependent tree.
Is there any way I can fix it, even just a temporarily workaround?

Seems like Google has done some renaming (they dropped the "-appengine" part of the artifactIds) that doesn't work in the 1.24.1 versions. Try replacing your gcs dependency with the following:

I was facing the error with appengine-mapreduce dependency.
Got it fixed by excluding the dependencies that were throwing the error.

Trying running it again. Google didn't push the complete update to the library when they updated the maven versions yesterday. They have since pushed the missing piece and it should now work correctly without any modifications.

Yesterday, Google apparently failed to deploy version 1.24.0 for the parent of their com.google.http-client library.
They also used the undesirable practice of declaring a range for their http client dependency in appengine-gcs-client pom:

I am facing a weird issue: when I deploy my WAR file on WildFly I get the following error:

The reason you get this error is because you have the class org.dom4j.DocumentFactory loaded from two different classloaders.
Most likely it is provided in WildFly and you packaged it in a JAR in the lib-directory of your WAR file. So look into the WAR and change your POM until it is not included anymore.
To find out why it is included, mvn dependency:tree within your war-module can help.
If you can't figure it out from looking at the WAR-file, set logging of the category org.jboss.modules to TRACE and search the logfile which classloaders load the class org.dom4j.DocumentFactory.
