f:validateRegex causes exception

I want to validate that an input is strictly numerical consisting of between 10-16 characters long. Based on the user input value I was going to have a message appear below the input field. The problem is, when I go to use <f:validateRegex> to help accomplish this, it causes the app to throw an exception.
I am new to JSF and I am having a difficult time thinking of ways to debug the application. The scope of my work is supposed to only really include UI enhancements for now... So I'd like to avoid using a validator class if possible.
here's the troublesome code. Note: if i remove the tag or comment it out, the page that I'm working will reload without issue. Currently, due to the app throwing an exception, the page app will not deliver any code to a requesting browser.

I fixed the regex which was causing the error. Per the comments, there were at least two culprits causing a problem the & and the <. However, just fixing those did not fix the issue. Here's what i did to fix the input.

Jersey REST Service in Websphere 8.5

I am developing a REST service with JAX-RS annotations in Websphere 8.5 via RAD, and it has been MADDENINGLY inconsistent. I saw posts saying that one has to set com.ibm.websphere.jaxrs.server.DisableIBMJAXRSEngine to true. I did that. And it works...when it feels like it.
As I make changes, I inconsistently find myself getting exception like the following. When they come, the solution is always some combination of clean/rebuild/clean the server/restart RAD/restart WAS. It's never an actual code or config issue.
I am using Jersey in the app.

Include jaxws-rt-x.x.x (where x.x.x is the version number of the jaxws library) in your classpath. The latest is jaxws-rt-2.2.10.jar.

Issue with deployment to WebSphere 8.5.5.6 using CXF 2.7.17

I am trying to deploy webservices developed using CXF 2.7.17 to websphere liberty 8.5.5.6. I am receiving the following error when I try to request the WSDL file. Also there are some suggestions regarding this such as bundling the CXF libraries but we are already doing that. I am not sure why this works locally on the same version of WAS but when we deploy it to a server elsewhere using the same version we have issues like this:

It looks like we were actually deploying to WAS Classic v8.5.5.6 and not WAS Liberty v8.5.5.6 - In addition because I was not involved in the install, some libraries we needed did not get installed.
It looks like the main culprit was the jaxws-2.2 library that may have been bundled in with WAS Classic. Under WAS Liberty this was not an issue as we did not specifically select that feature to be activated in our server.xml.

With WebSphere, the tags in the web.xml must be in a specific order.
Indeed, my tag <welcome-file-list> was before the <servlet> and <servlet-mapping> tags.
So I changed the order, and it's working...
