I'm trying to set up Spring boot (2.7.2) on JDK 18 with exposing Web service endpoints alongside of normal REST endpoints.
The application boots up without any errors and can server my REST endpoints without any problems but the moment it receives a SOAP request it fails with the following error message:

The matching POJOs are using the javax.xml.bind packages which are working and running fine as it seems. Trying to replace them with the jakarta equivalent for newer JDKs caused problems with Hibernate on runtime.
I have tried a bunch of google results and StackOverflow results from 2015-2018 but none have resolved my problem.

As Andy Wilkinson pointed out in the comments my local repository got broken or my IDE was holding incorrect caches somewhere and after cleaning my whole .m2 local repository and cleaning the IDE caches, it built completely fine and is able to respond to the SOAP message!

You should be on at least Spring Boot 2.2. With that, you can use spring-boot-starter-hateoas which brings in Spring HATEOAS 1.0, the version with RepresentationModel etc.
That version also depends upon Spring Framework 5.2, which needs to leverage MergedAnnotations. Using Boot 2.1 will put you on an older version of Framework, hence causing all kinds of issues.

Something is looking for this file in the wrong folder since it is not in my repository. Either that or i'm missing a dependency or something like that. Has anyone seen this before?

Forgot this detail but the project actually deploys and works properly. I am able to run code to create entities and what not. It's more of an informational type of exception but still i would like it to go away!

It looks like you are reference the mchange c3p0 framework in your code but I don't see a reference to that in your pom file.
Trying adding this as a dependency in your pom file:

After some research i found out that Hikari is actually bundled into Spring Boot. I removed C3P0 and replaced my ComboPooledDataSource implementation with Hikari's HikariDataSource. Everything works like a charm and of course the error is gone.
You can disable jar scanning for tomcat in your spring-boot application.properties
server.tomcat.additional-tld-skip-patterns=*.jar

So how can i make these classes available in runtime when they violate servlet.class?

Seems like a vicious circle because of Servlet.class violation and because of the needs of this jars at runtime:(

I'm guessing you are bundling a version of Servlet in your application.
Tomcat doesn't like this so it stops loading and it simply doesn't get to the class you actually need. If you are using maven, set the servlet dependency to:
<scope>provided</scope>
UPDATE
The relevant passage is:
The classloader that a container uses to load a servlet in a WAR must
allow the developer to load any resources contained in library JARs within
the WAR following normal J2SE semantics using getResource.
It must not allow the WAR to override J2SE or Java servlet API classes.
It is further recommended that the loader not allow servlets in the WAR
access to the web container’s implementation classes.
It is recommended also that the application class loader be implemented
so that classes and resources packaged within the WAR are loaded in
preference to classes and resources residing in container-wide library JARs.
Please post your maven pom dependencies and double check that the resulting war file does not contain a jar that contains the servlet class.
